Someone explain the logic of signing a goalkeeper who is banned and banned due to drug taking

He doesn't deny taking the drug. His defence is that it was his wife's medicine, which he took by mistake
for a headache. I suppose everyone will have their own take on that and he is the only one who knows the truth but it seems strange his sentence has just been reduced on appeal, not thrown out or upheld.
