Can someone correct me if I'm wrong. If Tottenham come 4th in the league, and Liverpool win the champions league and arsenal win the Europa league, are Tottenham not in the CL next year?

for the 4th place team in england to not get cl football, the winners of the cl and europa league have to both be teams from england that both finished outside the top 4, like if united won the cl this season and arsenal won the europa.
